The Scroll of Dark Rain is dropped by a Dark Inferno, a powerful Shadow introduced in the Keep Your Enemies Closer event. The approximate drop rate for the scroll is about one in four.

Dark Infernos are found on the Obsidian Plains. Like all the boss creatures, they can be scarce and difficult to find. Danier of TD killed one at 68.8S, 66.3W. Fujiko Mine' and Sheowulf of FF found another at 63.0S, 70.2W. They cast Level V spells and are usually accompanied by two Umbris Shadow. In addition to the scroll, they may also drop SIKs or Dark Shards. Dark Infernos are worth 30,000xp.

Take the scroll to Fanzen San the Translator in Hebian-to (39.2S, 81.6E). In return you'll get 3 points added to your Magic Defense Skill.

Fanzen San the Translator tells you, "I am a scholar of the Empyrean culture that lived in the ruins found throughout the swamps and even the desert. They were apparently called the Falatacot. If you have a text of that culture, I may be able to help you."

Fanzen San the Translator tells you, "This is a scroll detailing how to summon a creature known as a Dark Inferno, a shadow twisted manifestation of the element of fire. It is good that you brought this to me, for I fear the repercussions were someone else to retrieve it. You are a stalwart adventurer, so I will share some of the knowledge imparted upon me by some of the translated Falatacot texts I have discovered."
He traces a glyph in the air, and you feel light-headed.
You have gained 3 points of Magic Defense skill!

Note: The first of the three magic defense points will "top off" the amount of xp remaining for your next point. If you are 10xp points away or 500,000xp points away, the result is the same. To maximize the effect of the scroll, raise your magic defense skill to the next point before handing it the scroll to the translator.

Turning in a 2nd scroll gives you the following:
