Give the Strand Claw to Hea Ihipura the Crafter in the town of Ahunrenga at 7.2N, 90.4W to receive your Matihao.

Hea Ihipura the Crafter tells you, "Siraluun has taught me the art of crafting special items from his talons. Should you bring me one of the claws from the shorbirds along the strand, I will present you with an example of this craft."

You give Hea Ihipura the Crafter Strand Siraluun Claw.
Hea Ihipura the Crafter tells you, "This will make a fine matihao for you."
Hea Ihipura the Crafter calls upon Siraluun to guide his craft.
Hea Ihipura the Crafter gives you Siraluun Matihao.
Hea Ihipura the Crafter tells you, "Here it is. May Tanae guide your hunts."

When it was first introduced, this UA weapon resisted spells and was unable to be buffed. During The Gathering Storm event, this was corrected and the weapon may now be buffed. In A Perfect Paradox, new Siraluun Matihao's received updated stats. (Existing Matihao's did not receive the update.)

To reach the town of Ahurenga from the mainland, you can take a portal from Stonehold at 68.6N, 20.7W. To reach Stonehold, take the Azaroth Cottages Settlement Portal in Qalaba'r at 74.8S, 17.8E. You'll exit at 84.1N, 31.1W, a short run from a portal to Stonehold located at 85.8N, 27.6W.
