The Nefane Shield was introduced when the Singularity Caul was updated during the Mirror, Mirror event. To reach the Caul you must be flagged by killing the Guardian of the Singularity, a level 100 Virindi found at the end of the Singularity Bore (see the Quintessence Sickle quest for details). The dungeon is restricted to levels 50+. You can also use the Singularity Caul Recall spell.

Note: The Caul is the island Bael'zharon called players to run "The Guantlet", an invitation only quest to receive an Atlan Shadow Stone and the title of Dark Master. A group of Virindi led by Levistras chose the Caul as the location to build a new Singularity before they were defeated.

The shield is made from a Nefane Shell dropped by a Level 130 Niffis, the Listris Nefane. The Listris Nefane is found on the southern or eastern parts of the Caul within 3-4 clicks of the drop. (Reported coords: 96.4S, 96.1W). Use Cold and Slashing attacks for best results. Give the shell to an Ivory Crafter in exchange for the shield. You can also stamp the shield with flag stamps!

You give Ivory Crafter Nefane Shell.
Ivory Crafter tells you, "A grim looking shell. The Niffis are never this dark. Well I'll see what I can craft from it."
Ivory Crafter tells you, "Odd, there seems to be magic within the shell that was left within when I finished the shield. You might be able to affix a symbol if you center on this shield."
Ivory Crafter gives you Nefane Shield.

During the Mirror, Mirror event the Listris Nefane was bugged and would drop the shell with every kill. In later patches this was corrected and the shell is now a rare drop.
