The following information is
provided as a courtesy until I can research the quest for a full write-up.
Tadesha Xian of SC reports:
Look around the plateau for a Tumerok called
Aun Ralirea. When you kill him, he drops a clay figurine (be careful, looks
like a cheap copper amulet) some random monster hides (one char of mine got
a large matty hide (old) and thick grommie hide, my other a small matty and
thick grommie) and the Ebon Spine Harpoon and also a random number of Ebon
Spine Harpoons (same name but thrown weapon, large damage variance
(something like 24-36), looks same as the Spear version)
The best area to find Aun Railrea is around the dam up on the plateau, he
doesn't spawn in the lowlands at all.
Once you have the Clay Figurine, take it to the Hea Tumerok Town (can't
recall name of it) and give it to an NPC called Aun Arantah @ 47.1N 90.3W
[correction - should be Hea Arantah].
He will talk for a bit then give you a skill point! (Yay!)
With regards to the spear, it cannot be enchanted, same as hollow weapons. I
gave mine to a spear using friend, but we cannot confirm yet if it does
hollow damage, but I would hope so considering it has no plusses.

I can confirm that the harpoon he uses does Hollow damage. My first encounter with Ralirea was,
unfortunately, in a matty robe.
His first swing did 90 slashing damage in the chest.
I was fully level 7 baned and level 7 protected. It's definitely Hollow.

P.S. I died to him that night. But next day I wore My hollow Siut and slaughtered him... most damage he did was 20.

Here's some additional info I did not see on your site:
I killed Aun Ralirea last night with Chozzen and Amie and went to turn in the clay figurine to Aun Arantah in Ahurenga.
He said You are not the one who Killed Aun Ralirea today and then drained 25% of my health. :0
I went out found Aun Ralirea again went directly to trade in the clay figurine tonight and got the skill credit.
For fun I then tried to hand the npc the clay figurine from last night and the NPC yelled at me and portalled me to Dryeach lol!
Bottom line:
1) When you get the clay figurine (looks like a cheap necklace) give it to the NPC immediately.
2) You cannot do it 2x or you will get an all expense paid trip to Dryreach
