Purchase the rumor to The Blind Snowman's location from barkeeper in Holtburg.

Rumor: Strange Mountain Echoes

The Blind Snowman at 46.7N, 48.9E will give you a beautiful, decorative Snowman Snowglobe in exchange for a lump of coal! Coal was originally received as one of the rewards in the Gift Box quest. During The Slumbering Giant event, snowmen on the landscape began dropping lumps of coal as loot.

To reach the Blind Snowman, take the take the Holtburg Wilderness settlement portal portal from Holtburg (40.2N, 35.1E). You'll drop at 40.7N, 47.2E, a quick run from the Blind Snowman. Use your overhead view to get the lay of the land and find your way up the slope of the mountain.

Blind Snowman tells you, "I was standing in a meadow minding my own business, taking in the scenery, when BAM I get whacked with something from behind."
Blind Snowman tells you, "Shoom! Shoom! Both my eyes go flying from my head and I can't see. Then I hear two distinct voices. One was chiding the other to apologize and the other one was laughing all crazy and mean. The mean voice said that was the funniest thing it had ever seen and to shut up or it would do the same to the nicer voice."
Blind Snowman tells you, "People these days! If you see my eyes around would you please bring them to me? I would be very appreciative."

Blind Snowman says, "Who's there? I..I've got an icicle!"
Blind Snowman says, "I'm not dangerous. See? I'm smiling."
Blind Snowman says, "Have you seen my eyes around?"
Blind Snowman says, "Much more of this and I'm going to become an Unhappy Snowman."

You give Blind Snowman A Lump of Coal.
Blind Snowman tells you, "What's this?"
Blind Snowman tells you, "Wohoo! Thank you! I'll be able to make a new set of eyes once this gets cold enough!"
Blind Snowman tells you, "You deserve a reward for your good deed. Let's see... well not see per se... one second."
Blind Snowman gives you Snowman Snowglobe.

Blind Snowman tells you, "I can't be sure it turned out exactly right, but I hope you like it."
The Blind Snowman scoops up a pile of snow and casts a spell. The snow coalesces forming ice crystals that shift and rearrange as if alive.
Blind Snowman tells you, "May your bottom stay cold and your eyes stay put. Soon I'll be able to see the snow again!"
The Blind Snowman swallows the Lump of Coal with a contented smile.

If you try to give the Blind Snowman a second lump of coal he will return it.

Blind Snowman tells you, "Ah, more coal? You are very kind, but I have all I need to refashion my eyes. It may take some time, but you have helped me enough. Here, have this back in case you lose your eyes."

Note: during A Perfect Paradox, this quest became repeatable.

When you double-click on the Snowman, he'll mentions his Peppermint Stick was stolen. If you give him one, he'll give you up to 5 portal gems (random) for the Peppermint Sticks (dropped by low level Drudges and Mosswarts). In addition to receiving portal gems from the 9 nexus towns, some players have even reported getting a portal gem to the Tusker Isle!

You give Blind Snowman Peppermint Stick.
Blind Snowman tells you, "What's this?"
Blind Snowman tells you, "A stick? But, I've already got two perfectly good
arms."
The Blind Snowman raises the peppermint stick to his carrot and sniffs.
Blind Snowman tells you, "Minty! Oh, thank you! Now I can take strolls
without tripping over things."
Blind Snowman tells you, "Here, have this, I found it in my... I found it
that last time I tripped."
Blind Snowman gives you Shoushi Portal Gem.

If you give him more than 5, he will tell you the following:

Blind Snowman tells you, "A stick? Well, my left arm has been acting up a bit, only in the warm weather though."
The Blind Snowman raises the peppermint stick to his carrot and sniffs.
Blind Snowman tells you, "Oh, another peppermint stick! Well, you've been so generous that I don't need any more. Have it back."
Blind Snowman gives you Peppermint Stick.
