The Jolly Snowman is located at 73.2S, 26.8E inside an igloo in the mountains. (Also reported at 65.4S, 44.1E and 73.5S, 36.1E) You'll encounter Lurkers, Stalkers and Raveners nearby. He'll sell you A Frozen Note and Magic Iceballs.

A Frozen Note

Sculpting a Snowman
You too can create a snow sculpture to celebrate the Winter Festival and you don't need any fancy skills to do it. All you need are the ingredients and a good place to show off your sculpture.
Collect the following: 1 Magic Iceball, 2 Poofy Snowballs, a Strange Stick and a Carrot.

Smoosh the Magic Iceball onto a Poofy Snowball to get a snowman torso which you combine with another Poofy Snowball to get a basic snowman body. Add your Strange Stick for arms and then your Carrot for the nose and you should have a handsome Snowman to show your friends.

Grimwell of WE reports that he finds Strange Sticks spawning on the ground near Zefir spawns. Wood Golems may also drop them.

Other spawns of note:

73.8N 13.7W - Snowman 
(30 min spawn)
Easiest route is a run from Stonehold or Crater. The snowman spawns in an igloo and is only level 2.
Items: 1x Poofy Snowball, 9x snowball, 1x carrot

74.2S 45.6E - 2x Snowmen 
(1 hour spawn)
A dangerous run east from Qalabar. These snowmen appear together and are level 8.
Items: 12x Iceball, 1x carrot

Mike Da Cool of MT was not satisfied with your every-day, run-of-the-mill Snowman. He added an extra Poofy Snowball and created a Two-Headed Snowman! 

Hoshina Tomoko of MT reports that instead of using three Poofy Snowballs, you can combine 2 Magic Iceballs for a Two Headed Snowman.

Snowmen are also rumored to wear Fezes on occasion.

Bryce adds this FYI:
"
You must have lore trained in order to add the second magic iceball to make a 2 headed snowman. I tried all sorts of things with my og (who doesn't have lore) and it wouldn't work, then I muled everything and on a whim tried to put it together with my level 1 mule, who has lore. Topheron's Doom (Decal plug-in) confirmed that you gain Lore xp (like 50 points) for creating a 2 headed snowman.

I don't know about putting a Fez on though; I need one more poofy before I can find out :)"

If you don't have Arcane Lore, you will get this error message: Your Snowman appears to already have a head are you sure you know what your doing?
