You must complete the Renegade Fortress quest to be flagged for this quest.

ok, you go to fort, get the three letters off table, then head to the burun dungeon, speak to the dead lugian and get a key, use the key on the lugian crest downstairs and it yields the second part of the insignia, 200 base focus to wield.

Head straight and down until you find the lugian head in the plants of a larger room. It yields a key when used. If your backpack is full, just talk to it again until you get a key. Double back towards start and ramp down, etc. until you come to a larger room with a ramp in its middle. Follow down until you reach a square room with a pit. Jump down, follow it to a large room with the lugian chest - use the key on it to get the other half of the insignia ring and the blueprint letter.

The Sealed Lugian Chest has been unlocked.
Youe key is used up.

The two halves of the ring snap together with ease. Magic returns to the ring.
