From A New Threat.

When Spring Cleaner Title Tokens were first introduced as trophies on the baby spring creatures, they could be turned into Town Criers for the new title (you would not receive the title from a Marae Lassel Town Crier).

You give Town Crier Spring Cleaner Title Token.
Town Crier tells you, "Oh, the token, I guess you deserve this."

Durint the Shining Runes and Shadowed Hands event (April 2006), tokens were reintroduced and changed so that an Agent of Arcanum would give the title.

Another title also became available! Give the token to Ulgrim the Unpleasant and you'll receive the title of April's Fool! He'll also portal you to Teth -- from way up in the air! As Shadow Tempest of TD reports: "*L* be prepared for a longgggggggg drop and a wonderful birds eye view of teth."

You give Ulgrim the Unpleasant Spring Cleaner Title Token.
Ulgrim the Unpleasant tells you, "So, you run around bopping little animals on the head and you expect to be rewarded for it? You've fallen over Fort Teth one too many times."
Ulgrim the Unpleasant tells you, "What's one more then eh? Oh, and here's a Title more fitting your unique abilities."
