Basic Tinkering skills are ones that any player may use, even without a single tinkering skill trained. There's no skill check involved and any quality salvage may be used with success. Using either Leather or Ivory will not count as one of your 10 possible tinkering applications to an item.

Ivory was introduced in the Festivus event. Use Ivory on certain no-give quest items to make them able to be given. Item that have been tinkered with Ivory become attuned and may only be used by the one who tinkered it. It's a great way to free up some pack space!

Leather, introduced during A Swelling Tide, is used to give items the retained property. Retained items cannot be sold and may not be salvaged. Anyone who has ever accidentally salvaged a pair of Sword Mastery VI sollerets will rejoice!

From the Tinkering FAQ

Q: Will Retained items (tinkered with leather) still be tinkerable?

A: Yes.

Q: Are Retained items also Bonded (no-drop)?

A: No, Retained items will still be droppable on death.

Q: Can Retained items be destroyed by using a mana stone on them?

A: At this time, yes. We would like to change this in the future.

Q: Will they be only wieldable by the tinkerer, like the Ivory tinker?

A: No.

Q: Can quest items be Retained?

A: Not at this time, although this is something that we will look at in the future, time allowing.

Basic Tinkering

Salvaged Ivory

Shavings of ivory material salvaged from old items.
Apply this material to any of a set of specific quest item in order to unattune it from your soul. Note that this action will also cause it to only be wieldable by you. Applying this material does not require a tinkering skill, does not add a tinker to the target's count, and cannot destroy the target.

Salvaged Leather

A strip of leather material salvaged from old items.
Apply this material to a treasure-generated item in order to render that item "Retained". Retained items cannot be salvaged or sold to vendors. Applying this material does not require a tinkering skill, does not add a tinker to the target's count, and cannot destroy the target.
