The original three Item Tinkers allowed you to change the value or burden on an item. Pine was a popular choice because it made a prized possession less likely to drop on death.

During A Swelling Tide, new tinkers were introduced that allow a player to change various activation requirements on an item, such as the melee or missile defense requirement and the heritage and rank requirements. Changing the rank requirement also alters the Arcane Lore difficulty so that it equals the spellcraft of the item.

Decrease Value by 25% (Pine)

From the Tinkering FAQ

Q: Will changing requirements on an item also affect any wield requirements?

A: No, they will only change the activation requirements.

Q: If I have an item that has a rank requirement in addition to other requirements and I remove the rank requirement, will the new arcane lore requirement take into account the other requirements?

A: Unfortunately no, the new arcane lore difficulty will be set equal to the spellcraft. Any heritage or skill requirement will no longer provide a benefit. This is a technology limitation.

Q: Can we add heritage requirements?

A: Not at this time, and we have no immediate plans to add this functionality.

Q: Can hilted weapons be affected by the requirement tinkering effects?

A: At this time, no hilted weapons can be tinkered, nor can you hilt a tinkered weapon. We are considering removing this restriction for the requirement tinkers, but we haven't reached a decision yet.

Apply this material to a magical, treasure-generated item with Missile Defense activation requirement to change that requirement into an appropriate Melee Defense requirement.

Apply this material to a magical, treasure-generated item with a heritage activation requirement to change that activation requirement to Gharu'ndim.

Salvaged Gold

A bar of gold material salvaged from old items.
Apply this material to a treasure-generated item to raise the item's value by 25%.

Salvaged Linen

A bolt of linen material salvaged from old items.
Apply this material to a treasure-generated item to reduce the item's burden by 25%.

Salvaged Moonstone

Chips of moonstone material salvaged from old items.
Apply this material to a treasure-generated item to increase its maximum mana by 100.

Salvaged Pine

A bundle of pine material salvaged from old items.
Apply this material to treasure-generated armor to reduce the item's value by 25%.

Salvaged Porcelain

A tile of porcelain material salvaged from old items.
Apply this material to a magical, treasure-generated item with a heritage activation requirement to change that activation requirement to Sho.

Salvaged Silk

A bolt of silk material salvaged from old items.
Apply this material to a magical, treasure-generated item with an allegiance rank activation requirement to remove the rank requirement. In exchange, the item will gain an Arcane Lore difficulty equal to the its [sic] Spellcraft.

Salvaged Silver

A bar of silver material salvaged from old items.
Apply this material to a magical, treasure-generated item with a Melee Defense activation requirement to change that requirement into an appropriate Missile Defense requirement.

Salvaged Teak

A bundle of teak material salvaged from old items.
Apply this material to a magical, treasure-generated item with a heritage activation requirement to change that activation requirement to Aluvian.
